HTML/CSS guarantees
100% accessibility. That means your website will be visible by all browsers from all locations (public offices / schools, etc), on all machines types. The percentage of people who can only view HTML based sites is quite small (less than 5%), however if 100% accessibility is a major concern then a HTML/CSS site is something you should consider.

making a decision is your target audience's bandwidth considerations. If you need your site to be as lightweight as possible some people feel that HTML/CSS is a good choice.
It really depends on your graphical content, in many cases a Flash based site can be just as lightweight and the decision for either technology comes down to personal preference.

a mix of HTML / CSS and embedded Flash elements. This can be a particularly powerful method of delivering your website's content.
Embedded flash elements could be anything from a dynamic logo or banner images, to your site's navigation controls. In fact any part of your site that requires the capabilities of Flash can be designed and plugged in.
This can bring a static HTML / CSS site to life, and significantly increase your website's ability to hold the attention of site visitors.
A typical reason to choose a hybrid website over a fully Flash based site is
the speed and cost of design, development and deployment. A fully Flash based site involves longer development time than a mix of standards based HTML / CSS with Flash, making a hybrid site a slightly
cheaper option.
Another reason for considering this type of solution is
website search optimisation. If you require high page ranking from the major search engines then non-embedded plain text content is key. This is because most search engines have not yet implemented content indexing /searching from within Flash, and only read from plain text sources such as HTML or XML.

XML Content Management System so that you can still maintain rankings if you choose to display text content from Flash via XML. Whichever method you choose is really down to personal preference or existing web environment considerations.
